I think a real pokemon fangame is only possible with rmxp yet, but I love fangames and you should really try :D

As much as I would love to see this, take note of what happened with Pokémon Uranium, a fan game made in RMXP. Love the game, but Nintendo cracked down on them hard.
That said, if you do it and it's just a private release, then you should be fine.

Well I had no idea that happened with Uranium. I'm just doing something for fun, I've always had ideas of teams of pokemon that should've been used haha. I would love to have your knowledge.

Also I read up on some of the projects shut down by Nintendo, I noticed one thing they had in common was that they all added their own original content to the games. As far as the remakes with original content of pokemon just a different tale, they were alright.
