Uhhhhhh...... how do I like... even.... create a game? I jest wanna create a good ol' fashioned rpg. how do I start?

Hi @Ropolio . Welcome to the forum. What I recommend is to open up the RPG Maker MV engine, create a new map, and just play around with the different features. There are also a lot of tutorial available, in this forum to help out.
