Issues with the rate percentage in MV

I got the same problem like this guy.

Bigger problem for me : The issue has been corrected, but when I wanted to do it, there was one problem for me. I don't know where's the Windows Region Settings or where to go in order to change the decimals :'(

Windows 7 Professionnal SP1 (Not 100% sure about the Service Pack though)

Thanks a lot, now I understood what I had to do. I didn't need to change my country region. But with your help, I learned that I was supposed to go on Language & Region => Additionnal Settings => And change the decimal by switching coma for period. Thanks a lot @eivl for your help (faster than light as well :O)
