Seeking advice on tile conversion and design

I am looking to do a kind of cyberpunk/noir game for my first project and I picked up the modern and future tile sets for VX ace as well as ace just to get my hands on those tilesets for use in MV. I've watched the tutorial for Shaz's converter, but it seemed like that converter is meant to convert maps already constructed in VC Ace. What I am looking for is the best and correct method to upscale/resize all of the lovely VX Ace tiles I'm finding for use in MV. I don't want to have to build a map in VX Ace at all. It seems counterproductive to learn to use more than one mapping interface. I am patient and willing to do what is necessary to get the job done. I've already bought all the resources. I bought VX Ace just to be able to convert these files, and I don't even want to make my first game until I am able to use the the art I want for my tiles. Maybe Shaz's converter can get the job done. I noticed that assets that are more than one tile sometimes have edge errors and I am worried about avoiding those, so I want to make sure I am doing this the right way.

Also, I am looking to get into making my own tiles. I'm a competent artist and I can learn software, but I don't know a lot about how pixel art is usually done. For creating map tiles and placeables like trees and such, how do you guys recommend I illustrate these things? I was thinking of getting a little wacom tablet or something, drawing things big, and then reducing them to small pixel versions. Is that usually how it is done?

Any other advice on developing my art resource library for making games in MV? I see that there are lots of tiles available from the talented folks on this forum already, I will probably be getting some of those as well.

Many times, I just use the mathematical conversion. VX Ave uses 32X32 pixels per map unit, and MV uses 48X48 pixels per map unit. I use GIMP, but other image modifiers will function. I use image scale function and multiply both the width and height by 1.5. It is a 50% increase in size. Thanks for the fast reply! I've looked into several ways to scale them myself, I just want to make sure I do it the right way. I'll look at that thread right away.
