Definitely artists. I haven't taken my recruitment to the forum yet, but I was asking around my school, in a GAME DESIGN
MAGNET, and surprisingly I've had a hard time finding an artist.

I find it very easy to find pixel artists, when I am not custom making my own images. I often use commissioned services.
